Managed by the Romanian Agency for Investments and Foreign Trade (ARICE) in collaboration with the Ministry of Education and Research, the scholarship covers undergraduate, Master’s, and doctoral studies at accredited Romanian universities. Language of Study
All courses for scholarship recipients will be conducted in Romanian, as decided by the Romanian Agency for Investments and Foreign Trade. It aims to promote the Romanian language and culture among international students.
Applicants who do not speak Romanian will undertake a preparatory year before beginning their academic program.
Those who claim proficiency in Romanian must either:
- Provide proof of at least four years of study in a Romanian educational institution or
- Submit a Romanian language certificate (minimum B1 level) issued in accordance with Romanian law.

Scholarship Benefits

Eligibility Criteria
Applicants must:
- Be foreign citizens from non-EU and non-EFTA countries
- Not hold Romanian citizenship or belong to Romanian communities abroad
- Not have asylum, protection, or long-term residence in Romania
- Not be members of diplomatic corps or international organizations in Romania
- Not be previous recipients of Romanian state scholarships at the same level
- Preferably from countries without a cultural or educational agreement with Romania
Required Documents
Applicants must submit these supporting documents in PDF format:

- Photocopies of diplomas obtained with legalized translations into Romanian, English, or French

- Declaration on Own Responsibility– stating the applicant has not received a Romanian government scholarship for the same level of study – Must be signed.
- Birth Certificate – photocopy and legalized translation
- Copy of the first two pages of the passport – must be valid for at least 6 months after the start of the study program.
- Identity Card – photocopy and legalized translation
- Medical Certificate – original and legalized translation into Romanian, English, or French (if applicable)

Selection Procedure
The selection process’s main points are as follows:
- ARICE’s selection committee will evaluate the submitted applications based on the required documents.
- ARICE will publish the results of the preliminary selection on its website by July 31, 2025.
- The Romanian Ministry of Education and Research will make the final decision regarding scholarship awards based on its evaluation criteria.
- ARICE will notify selected candidates of the results via email and post the final list on its website.
Enrollment Confirmation:
The Ministry of Education will issue Letters of Acceptance or Enrollment Orders. The General Directorate of International Relations and European Affairs will handle this. The documents will be issued before the 2025–2026 academic year begins.
