China Scholarship Council (CSC)

The China Scholarship Council (CSC), established in 1996, is an agency under China’s Ministry of Education. Its primary mission is to facilitate international academic exchanges by providing financial support for both Chinese citizens studying abroad and international students coming to study in China. The CSC is the primary unit through which the Chinese government allocates scholarships, promoting educational cooperation between China and the rest of the world. It predominantly provides scholarships for individual students but also allocates funding in batches to specific universities.

Overview

Each year, the CSC funds numerous Chinese students to study abroad, as well as an equal number of international students to study in China. The Council also administers various prestigious programs, such as the National Construction High-Level University Postgraduate Program, which funds graduate students annually. Additionally, the International Cooperative Program for Innovative Talents (ICPIT) is an elite program designed to support special training programs that result from collaborations between leading Chinese institutions and their international counterparts.

One of CSC’s most recognized scholarship programs is the Chinese Government Award for Self-financed Students Abroad, which funds approximately 650 students annually. This initiative encourages Chinese students to return home after their studies, promoting talent retention.

History

The State Council of the People’s Republic of China first proposed the CSC in 1994, and it officially began operations in 1996. Initially, the CSC focused heavily on supporting doctoral students in urban economics studying abroad, aligning with China’s urbanization goals during the mid-1990s.
