Ministry of Science and Education of the Republic of Azerbaijan

The Ministry of Science and Education (Azerbaijani: Azərbaycan Respublikasının Elm və Təhsil Nazirliyi) oversees Azerbaijan’s education system. It operates under the Cabinet of Ministers and manages all levels of education while promoting science and education integration.

Historical Background:

The ministry traces its roots back to May 18, 1918, with the establishment of the Ministry of Public Enlightenment during the Azerbaijan Democratic Republic. Initially, it managed general, higher, and vocational education.

After the Soviet takeover in 1920, the government restructured it as the Commissariat of Public Enlightenment and created specialized agencies to manage vocational and higher education.

In 1988, these agencies were merged into the Ministry of National Education, which was later renamed the Ministry of Education in 1993. On July 28, 2022, it was officially renamed the Ministry of Science and Education by a presidential decree to align the management of science and education sectors.

Organizational Structure and Functions:

The ministry is led by a minister and three deputy ministers, with a separate Education Department for Baku. Its main functions include:

  • Ensuring quality education and equal access for all citizens

  • Promoting international cooperation in education
